The Rani! I love her. She's amoral, calculating, a complete bastard, and doesn't actually intend evil. She doesn't have any sort of moral code with which to intend evil. If you get in the way of her research or her research results in bad things happening to you, well, too bad for you, but she can't be arsed to care.

Also, while the Doctor and the Master burn through regenerations like tissue paper, she hangs on to the one for centuries.

Possibly just to spite them.
