The only knowledge I have of Dawn Summers is derived from fandom osmosis, so I can't comment on that parallel in detail? But I do think there's a similarity in that it's meant to be an indication that something's Not Quite Right -- in Dawn's case, that she was retconned into existence, and in Amy's case, that her family was retconned out of existence.
